Manufacturing Engineering Supervisor:

PRIMARY FUNCTION:

Develop, analyze, coordinate, guide, and manage Operational Improvement projects to completion within assigned area of responsibility while coordinating cross-functionally with SCM, OPEX, HR, etc. 

Lead & Perform complex assignments often requiring development of new or improved products/processes/techniques as they support cost-out, new product industrialization, or operational improvements. 

Display project management ability, team leadership, supervisory skills, and progressive project responsibility. 

Demonstrate skill in using computers and relevant software packages.

Exercise ability in verbal and written communication skills. 

Communicate technical information to non-technical personnel and educate both internal and external customers and stakeholders.  Possess the ability to lead projects of all sizes, be able to supervise, and train or assist appropriate personnel.

Stay customer-oriented, drive change, and display excellent organizational skills.

ESSENTIAL FUNCTIONS:

List the essential functions (i.e. key responsibilities with expected end results), which must be accomplished in order to fulfill the purpose of your position as described above. 

  1. Lead the strategic direction and day to day activities of the Manufacturing Engineering Department under the guidance and direction of the Operations ManagerManage and develop Manufacturing Engineers and Technicians/Team leads as assigned
  2. Lead the continuous improvement activities in all areas of manufacturing in support of the Eaton Quality System (EQS) and the Eaton Business System (EBS).  
  3. Lead root cause and failure analysis teams as required.Drive cost reduction initiatives by leading cost-out events and promoting a culture of continuous improvement. 
  4. Manage the facility Capital Appropriation as it relates to project needs and Non Supplier Related Cost Saving Programs in accordance with Profit and Strategic Plan objectives.
  5. Develop, Design, Document and Lead Implement new manufacturing operational processes to support assigned projects that drive cost-out, or new product industrialization including ownership of all manufacturing related Prolaunch requirements
  6. Provide monthly project updates, at minimum, of current situation relating to milestones and problem/high risk areas.
  7. Lead and provide input and direction to the project team in areas of customer concerns, potential changes in scope and risk assessment.
  8. Focus and advise on managerial concerns of the program (e.g., technical, cost, schedule and resource allocation).
  9. Use risk management methodologies.Work in cross-disciplinary manner with other departments (e.g., Manufacturing, Marketing, Supply Chain, Operational Excellence, Human Resources, etc.).
  10. Monitor overall performance during all phases of the program and develop and implement corrective action and recovery plans as required.
  11. Periodically, report to the customer, as well as senior management.Lead the creation of the integrated project plans & schedules, project budget in partnership with the team and organization.
  12. Manage, forecast, collect cost and report on project budget / schedule.
  13. Maintain and report key metrics for senior management.
  14. Monitor new opportunities, quotes, proposals, and trends.
  15. Ensure product costs are aligned with the proposal throughout the design/development life cycle.
  16. Communicate effectively across all levels of the organization and gain buy-in from all stakeholders.
  17. Execute other duties assigned.

The Navy Engineering Logistics Office (NELO) is a federal government organization consisting of civilian employees within the Department of the Navy.  NELO is recruiting for positions to support multiple disciplines within the Department of Defense Acquisition Process.  All positions are Federal Government jobs and involve various aspects of business support for United States Navy programs. 

As a condition of employment, all candidates must be:  United States citizens; able to obtain a Top Secret security clearance; and pass a drug screening test.

NELO provides training to all new employees, including formal classes toward applicable certifications and on-the-job training.  The following are duty summaries of the jobs we are recruiting for:

Contract Specialist- Contract Specialists are responsible for all aspects of the contracting process from initiation to award of complex, high-dollar, Navy contracts.  All procurements require a great deal of coordination, analysis and detailed negation to ensure they are timely, reasonable and cost effective.  Although Contract Specialists receive supervisory assistance on new and unusual assignment, they are expected to exercise sound judgment and initiative throughout the process.  There are extensive training programs as well as travel opportunities available.  An undergrad degree is required with a minimum of 24 business credits.

Budget Analyst - Budget Analysts are concerned with the performance of functions such as the formulation of budget and cost estimates to support plans, programs and activities.  Budget Analysts handle the presentation and defense of budget estimates and review requests for apportionments and allotments.  They review, control and report obligations and expenditures and handle the development, determination and interpretation of budgetary policies and practices.  They also analyze and offer recommendations concerning the cost and benefits of alternative methods of financing agency programs and administrative operations.  Eventually, Analysts are responsible for all aspects of the budge process from initiation of a program to expenditure of funds.  There are extensive training programs as well as travel opportunities available.

Security Specialist - Security Specialists represent the Department of the Navy in the protection of vital national security information and provide policy and guidance to the military, government agencies and industrial contractors.  Security Specialists are responsible for the execution of all aspects of program security.  They emphasize a structured risk management approach to bring issues to final resolution.  Duties include:  determining classification management; oversight of facility security and information systems practices and procedures; and reviewing and conducting secuiy reviews in accordance with Department of Defense policies and procedures.  Security Specialists are knowledgeable of the mission and structure of Navy programs and how they relate to the Department of Defense mission.  There are extensive training programs as well as travel opportunities available.

Logistics Specialist - Logistics Specialists are responsible for all the logistical needs of program support.  Specialists are required to learn the program needs from a logistics perspective and advise the program office of all logistical requirements.  They interact with the military, government agencies and industrial contractors.  Logistics Specialists interpret and apply Department of Defense policies and procedures while ensuring critical schedules are met.  There are extensive training programs as well as travel opportunities available.

Cost Analyst - Cost Analysts support the Navy’s high technology systems at several locations in:  the Washington, D.C. metropolitan area; Patuxent River, Maryland; and San Diego, California.  They work on interdisciplinary teams to develop and evaluate technical cost estimates throughout the Planning, Programming, Budgeting and Execution System as well as for major Department of Defense Program Reviews.  Cost Analysts also support the Acquisition Process in sole source proposal evaluations and competitive source selections.  NELO aids successful applicants in obtaining appropriate certification levels required within the Business, Cost Estimating and Financial Management (BCEFM) career fields to comply with the Defense Acquisition Workforce Improvement Act (DAWIA).  If you are currently DAWIA certified and/or a member of the Acquisition Professional Community (APC), please indicate the career field and level you currently possess.  A copy of your certificate(s) is required before an official offer will be made.  An undergrad engineering degree is required.

The Fredericksburg Expo and Conference Center is conveniently located just off Rt 3 near the 130B Exit of Interstate 95.

The following directions can be applied to any route once you get close to the Rt 3 & I-95 intersection. For example, Carl D. Silver Parkway, which goes through Central Park and directly to the Fredericksburg Expo and Conference Center, is located just 3 miles west of center city Fredericksburg.

From north of Fredericksburg, via I-95 South:
When traveling Southbound on I-95, you can see the Expo Center just south of the Rest Area at mile marker 132.

  • Take I-95 S to exit 130B (Rt. 3 West) – stay in the right lane.
  • Turn right at the light onto Carl D. Silver Parkway.
  • Follow the Parkway through Central Park (shopping complex).
  • Go through the Fall Hill Road Intersection (Sheetz gas station on NE corner).
  • The Fredericksburg Expo Center will be on your right side in less than a 1/2 mile.

From south of Fredericksburg, via I-95 North:
